Consent for Precision Medicine Research Project in South Korea : Focusing on US and UK Precision Medicine Research Project

Abstract
Today, the consensus in the participation of medical research has developed in the direction of protecting the rights of research participants and respecting autonomy. However, due to the recent introduction of precision medicine, there is a need for a new consensus model different from the existing medical research in conducting the research. The precision medicine research project collects a wide range of personal health-care-related data, and because it will last more than ten years, the scope of respect for research participants' rights and autonomy should be expanded beyond what has previously been considered in medical research, particularly in terms of privacy. In the near future, after a pilot research in Korea, the ¡®National Integrated Bio Big Data Construction Project¡¯, a precision medicine research project, is expected to start in earnest. Therefore, by examining the cases of the United States and the United Kingdom, which are currently conducting research projects on precision medicine, to try to examine the types of consent for precision medicine research projects suitable in South Korea. The results of this study suggest that the US case shows a stronger point in protecting the rights of the research participants and respecting autonomy compared to the case in the UK. On the other hand, in the case of the UK, the convenience of the study was found to be stronger than that of the US. Therefore, it can not be said that the case of one of the two countries is superior, and it shows that there is merit in the case of each country. As a result, rather than adopting either consent type when executing a precision medicine research project in Korea, establishing a consent type in which both situations are compromised and combined.
